According to the report, the President stated that he was declaring the charter “illegal and void in the interest of national stability.” The report quoted him as saying, “The July Charter was destabilizing the constitutional framework of the country. No document or agreement outside the Constitution and the sovereign Parliament can be effective. Without the people’s mandate, no charter can determine state policy, and that is why I am declaring it void today.” The same report also claimed that the government, opposition parties, and civil society groups had responded to the supposed cancellation of the July Charter.
